RECAP OF THE INTERNATIONAL CONFERENCE EPCCPL 2023
Update day: 02-12-2023The Paris Agreement and the 2030 Agenda for Sustainable Development have emphasized the urgent and potentially irreversible threat that climate change poses to human societies and the planet, which the world community has acknowledged. The successful reduction of global greenhouse gas emissions requires effective and immediate global action, with the broadest possible cooperation of all countries. Additionally, countries are urged to collaborate in implementing climate adaptation measures, particularly by strengthening the resilience of developing countries and regions vulnerable to climate change's adverse effects. As a result, it is not surprising that commitments to climate change mitigation and adaptation have recently expanded beyond wealthy polluting countries to include developing countries that are most vulnerable to climate change. This is evident in the case of Viet Nam, one of the ten countries most heavily affected by climate change, which has recently shown firm commitments at COP26 and 27, including pledging with nearly 150 countries to achieve net-zero emissions by mid-century, joining more than 100 countries in the Commitment to Reduce Global Methane Emissions by 2030, joining 140 countries in the Glasgow Declaration of Leaders on Forests and Land Use, joining 48 countries in the Global Declaration on the transition of coal power to clean energy, and participating in the Global Adaptation Action Coalition with 150 countries. These efforts demonstrate the incredible determination of Viet Nam and other developing countries to address climate change, but they also present significant challenges in selecting and implementing appropriate policies, given the lack of experience in policymaking and the shortage of finance for combating this phenomenon.
On December 1st 2023, the University of Economics and Law, VNU-HCM (UEL), Hanoi Law University (HLU), and Hue University of Law (HUL) jointly organized an international hybrid conference entitled "Environmental Protection and Climate Change Policies and Law 2023: International and National Legislation Reaching Net-Zero Emissions - the Perspective of Developing Countries'' (EPCCPL 2023). EPCCPL 2023 is an open dialogue forum on policies and laws on environmental protection and response to climate change in the context of Vietnam's strong commitment with nearly 150 countries to bring net emissions to " 0” (Net-Zero Emissions) in the mid-21st century.
EPCCPL Conference 2023 was honored to have the delegates who were representatives of relevant State agencies, Deans of law training institutions across Vietnam, scholars, lecturers, as well as news agencies. On behalf of Deans of Law training institutions, we respectfully introduced:

The Conference was also honored to welcome online participation via Zoom link of speakers from Marwadi University and Symbiosis Law School (SLS), scholars, scientists from Hanoi Law University, University Hue school of Law, University of Commerce, Vietnam National University, Hanoi, University of Law (VNU) and other experts. We also welcomed experts and policy makers from the Institute on State Organizational Sciences, Ministry of Home Affairs; Department of Legal Affairs, Ministry of Natural Resources and Environment; Institute of Comparative Law; People's Committee of M'Drak district, Dak Lak province as well as other interested individuals and organizations, and especially the participants from Vietnam Television, Ho Chi Minh Television, Tuoi Tre Newspaper, Giao duc va Thoi dai Newspaper, Dautu Newspaper.
In opening speech, Asso. Prof., PhD. Doan Duc Luong - Principal of the University Hue school of Law, affirmed that the Conference was a very meaningful scientific activity organized by three prestigious law training institutions in Vietnam. With enthusiasm and belief, Asso. Prof., PhD. Doan Duc Luong believed that this International Conference was a huge opportunity and a place for scholars, researchers, lawmakers, and policy makers. Jointly, scientists could share knowledge, seek for solutions, build cooperative relationships and give advices to solve very urgent climate change problems. Through this conference, Asso. Prof., PhD. Doan Duc Luong also hoped that this could automatically open up opportunities for cooperation not only within Vietnamese universities but also connecting with universities around the world.
The organizers had agreed to discuss together to publish the conference papers as soon as possible in reputable journals. Asso. Prof., PhD. Doan Duc Luong expressed his deep gratitude for the responsibility, professionalism, and expertise of the host unit (University of Economics and Law), the co-hosting school (Hanoi Law University) and Leaders of Ho Chi Minh National University. He respectfully appreciated distinguished guests, domestic and international scientists, scholars, policy makers, local news agencies for attending the conference.
The conference took place very effectively and enthusiastically with 01 Plenary session and 04 Thematic sessions with nearly 30 presentations revolving around legal framework issues on environmental protection and climate change.
At the Plenary Session, the Conference witnessed to the first presentation on: “Awakening Capitalism: Lesson from the East for the West”. Subsequently, there were more in-depth presentations related to the international legal framework on combating climate change with typical cases as well as a very good presentation on climate justice with a typical case in China.
At the Thematic session, the Conference was organized with 04 specialized sessions with the 40 authors, 24 presentations and in-depth discussions on each specific issue of the law towards the goal of Net-zero emissions, international - national legal framework related to environmental issues, environmental justice, carbon market, etc.

After Conference, the Organizing Committee will gather and select excellent articles to post in products with ISBN (International Standard Book Number) to provide reference sources for scholars, scientists and researchers. The remaining articles will be published in the online papers.
